7821 using MRA Secondary dial tone goes to jabber client

I have a 7821 setup using MRA and it is working pretty well however recently (and I dont know what changed) when I am dialing out after I press "9" for secondary dial tone about 60% of the time my windows jabber client gets my secondary dial-tone instead of my 7821 and it wont stop until I do another call on my Windows Jabber client.

Can you please Jabber version,7821 firmware version , Expressway C and E and CUCM version are you running?

So I found a work around that seems to be working so far.  I added SIP dial rules to all the phones connecting over MRA so they do not use KPML.
