7985 not obeying Date/Time Group

I have all phones in Device Pool "Default", within that DP, the Date/Time Group is set to "Central_Time", and within that group the Time Format is set to 12-hour.

All other phones that I have obey this rule fine, but the 7985 stays in 24 hour format.

Why would the 7985 display the time in 24 hour format when the Date/Time group says 12 hour?

I forgot to add, the CUCM version is 7.1.3.

When selecting timezone,are you selecting a timezone which has * next to it or not?
