Problem with cisco ip phone 7965 keep updating locale

Hello~

I want to ask, I have an issue with Cisco IP Phone 7965. Deploying in one site then IP Phone has these symptoms:

1. it keeps registering and updating locale. Once it can be registered, then back to 'updating locale' again. always like that.

2. Once receive call from outside it has to wait about 10 second before the call can be connected.

anyone knows what the problem is?
