I'm Edson, basically they moved all tcl scripts into the general www.cisco.com support download page. You can find the relevant tcl scripts under the call manager express downloads. Please see the following map:

Choose: Products - > Voice and Unified Communications -> IP Telephony -> Call Control -> Cisco Unified Communications Manager Express -> Unified Communications Manager Express TCL Scripts-2.0.1.3 -> app-faxmail-onramp.2.0.1.3.zip

|-> Unified Communications Manager Express TCL Scripts-2.0.1.1 -> app-faxmail-offramp.2.0.1.1.zip
