What is the intention of locking up the ATA? 

If the ATA is loaded with Enterprise firmware, it can only receive configurations from CUCM.  Anyone who browsing the IP address of the ATA will only get read-only access.  

If the ATA is loaded with 3PCC/MPP firmware, how is anyone expected to configure, troubleshoot and monitor the ATA if web access is disabled?

HTTP can be disabled in CUCM.

User can access the ATA 190 web page and perform limited configuration. Two access modes exist: Admin mode and User mode.

• The default username/password for Admin mode is admin/admin.
• The default username/password for User mode is cisco/cisco.
