Hi
I have 2921 cisco router with cme v8.1 and around 40 ip phones registered .
I need to upgrade cme to version 10 do I will face any problem with license after upgrade ios ?

There is nothing you need to do, once the license are accepted (you don't actually load them) they will stay that way.

there is nothing like license embedded in IOS. when u order new router with CME[bundled], it includes feature license, DSP and IOS.

No, as CME licenses are not enforced in any way and are only RTU.

There is no actual license file, when you start configuring CME and you add max ephone-dn command it prompts you to accept ELU, after you do that CME license "RTU" are enabled. So, technically you could do this on a router for which no licenses were purchased, though you would be breaking licensing agreement. The only license you need to worry about is the UC license, which is not version dependent.

If any router have DSP, it can run CME permanently without license ?

CME does not need DSPs, you need those if you have TDM trunks ie PRI, pots.
any router that supports CME can technically run it without licenses but that would be illegal :-)
ios has no bearing on CME licensing but drives what version of CME you have as CME is embaded in the IOS.

in ios 15.1 it is possible to use rightToUse licence CME
in ios 15.4 it is impossible. it will not work and CME 10 will not work

Customers who want to upgrade the Cisco Unified Communications Manager Express version must
upgrade the Cisco IOS Software version running on the Cisco IOS Router. Customers who have a
current Cisco SMARTnet contract for the router can apply for a Cisco IOS Software upgrade using the
Cisco.com Product Upgrade Tool, which can be found under support tools at
http://www.cisco.com/go/support.
Customers without a current Cisco SMARTnet contract need to purchase a Cisco IOS Software
feature set upgrade product number for their current router

''When you order a new ISR G2 platform, the router is shipped with a single universal IOS software image and the corresponding permanent technology and feature licenses that were configured at the time of ordering from Cisco. License activation is not necessary for factory ordered preconfigured licenses prior to use. Licenses are not tied to a particular software image version, therefore once a license in installed on the router migration from release to release can occur without the need to obtain new licenses. After I changed the ios to 15.4 my cme become verion 10.5
and I found something strange

my router came with cme pre-installed license so after changing the ios to the newer one , how can the the router will know about the license as I know the license is installed within ios
