3 second delays of a voice in the beginning of conversation at the answer to a telephone call

The analog telephone is connected to Cisco ATA-188. A problem only on Cisco ATA-188, IP telephones (Cisco 7900 series) in this network work normally

You can try the SCCP image in ATA to avoid call setup delays.

upgrade the SCCP image in the ATA to the latest compatible with CCM 4.1

Check to see that there is no mismatch in port speed or duplex where the ATA is plugged into. This would cause some setup issues also.
