6921 & 6945 Wont Transfer Calls

Hello,

I am trying to get either of our in office 6921 or 6945 phones to transfer. In most cases as soon as you hit the transfer button it puts the person on hold then you type in the extension to which you are transfering, then hit the button again but it doesn't seem to allow me to do this.

I recieve and incoming call, then press transfer, but nothing happens. The other phone is still on the line and if I try to just dial my intended transfer the caller just hears the buttons being pressed and does not transfer.

is there any error on the phone screen?

No errors.

I have reset the phone from CUCM. I have done a factory reset. I've also built a new device pool with a new MRGL but the phone still will not transfer or do conference.
