All Led's on expansion module are red. Dont have much experience with these. Its the only one, and it is defined in cm. Any thoughts as to whats wrong?

Is it new? If it's new, you probably need to upgrade the firmware on the phone to make it work. Phone Firmware and also the firmware for the 7914.

So the 7914 replaced an existing device? If you simply unplugged the old one and plugged in the new device, I would restart the phone also. Reboot the phone, then booting the 7914 should hopefully clear it up.
Was it removed from CUCM?

yes, the 7914 replaced a defective one. I dont know if it was plugged directly in or not, I'll try your suggeestions. Thanks

yeah, I would make sure the rs232 cable was plugged in correctly, power is plugged in, and restart the IP Phone it's connected to. SOunds like it has not recieved any config files.
