I had the same problem with the latest Locale for CCM 5.1.1 (cm-locale-de_DE-18.104.22.168-1)
The problem in this case was a malformed '7960-kate.xml' file. It contains a duplicated of the first four lines of the '-Tag', so the XML-Code is malformed (see also attached file Kate_Errors.txt!).
After installing the Locale I've downloaded the 7960-kate.xml file from the CCM TFTP directory, edited the file (removed the duplicated line), saved it and uploaded it back to tftp/german_germany directory (CCM5.1 is a Linux appliance).
On the Windows based CCM 4.1 you should be able to edit the file directly with notepad (but make a backup-copy before!)
