7942 muffled audio

Having a very strange muffled audio issue.  Phone model affected is 7942G.  Phone firmware is SCCP42.8-5-3s.  CUCM version is  When I call into Unity from my phone it is very muffled.  Even though Unity is local we are using g.729 (before my time/long story).  We use SIP from site to site and we have one site across the street from the data center that has several users also experiencing the same issues.  Advertising the g.722 codec on my phone and a phone at the other site did provide a small improvement but it is still very poor.  I am looking for suggestions as the end user is becoming very frustrated and is tired of callers telling her that she sounds muffled.  I am also tired of Unity sounding muffled as well.  Any ideas, links, bugs info, etc. would be greatly appreciated.  VAD is off on the SIP profile and Silence suppression is off clusterwide.
