7985 with CUCM 6.1 not enough bandwidth

I have two 7985 video phone configured in same location with unlimited bandwidth. CUCM is 6.1. Both 7985 on same switch with no ACL. Whenever I make a call it reports there is insufficient bandwidth eventhough both phone is in the same location. I tried with other locations but still the same. Resetting did not help. Any ideas? Is this a bug?

Which exact version of Load and CUCM?

What is the configuration under Region for the Device Pool?

Other Video endpoints work fine?

Video Calls to other enpoint work?

Audio calls work fine?
