8831 only dialing digit by digit

We have an 8831 with UCM 9.1.2 and it appears that it can only dial digit by digit.  I haven't tried creating a SIP dial rule KPML file for it yet, but it surprises me that it only dials digit by digit out of the box.  Am I missing a configuration setting somewhere?

What is your dial plan like?  Is the 8831 assigned to a CSS that has defined route patterns.  Can you please elaborate on "dialing digit by digit"?
