Since 911 RP does not have a "." it will not be affected in any way. The 9.911 will work just fine, the difference between stripping at route list vs route pattern is what displays on the phone that dialed the pattern as well as CDR records, if you strip it at the route pattern the caller will not see 9911, but 911 and that's what will show up in CDR as well, if you strip it at RL then caller will see 9911 on the phone and so will CDR.
