I'm working with a client that's on CM 8.6.2 using MGCP. Whenever he tries to perform a consult transfer with his 9971 to a mobile device the phone displays "cannot complete transfer" and disconnects the call. Yet if he does a blind transfer with his 9971 to the mobile device it works fine. He can successfully do consult transfers to internal phones on the network from his 9971.
Has anyone seen this before?
Any direction would be helpful?

Debug the transfer on the GW, it might be that you're trying to send the call out with video capabilities.
Debug will tell for sure.
