You need to enable Video Capabilities along with Cisco Camera, please refer to:

Device > Device Settings > Common Phone Profile
Device > Phone
I have done all above.
I tap preview video soft key , the phone can not have image ,a black screen.

Dan,
The problem may be something more exotic, but did you check to make sure that the lens cover isn't closed? Look at the camera mounted on top of the 9971. Do you see a white circle where the lens is? If so, the cover is closed. Gently turn the bevel to the left to open it.
If that isn't it, then check the camera while in preview mode. Is there a green light on the top?
I'll also assume that you have checked to make sure all of the phone firmware is up to date.

I am sure the lens cover isn't closed,and in preview mode ,a green light on the top of it .
