Achieving number portability using CME?

Is there a way to achieve phone number portability between CME routers? If I disconnect phone with DN 1234 from router A and then plug it into router B (both running CME) - is there a way to maintain my DN of 1234 while connected to router B?

I don't think this can be done with either SCCP or SIP phones. It is true that SIP has the registration concept in which is the phone telling his own extension to the router (registrar), however I think there is too much static configuration in the router to make a phone really portable across systems.
