We are in the 409 area code, and we use 7 digit dialing for local calls. Is it possible to strip the area code, and add a 9 to the call so that these numbers can be dialed from the missed calls list?

Are your gateways MGCP or H.323. With MGCP, I don't know of any way to do transformation based on the calling number. With H.323, you can use voice translation rules, such as:
voice translation-rule 1
rule 1 /409/ /9/
voice translation-profile 1
translate calling 1
dial-peer voice 1 pots
incoming called-number .
translation-profile incoming 1

The way to do this is to transform the incoming calling number when the call comes in originally. If you use a translation pattern to add a 9 to all inbound PSTN calls, and then a translation pattern that matches 9409.XXXXXXX, discard predot and prepend a 9.

To add on to the good info from Brandon and Chris, you can also go into the Service Parameters---->scroll down to clusterwide parameters (phone), and there are fields "Incoming Calling Party National Number Prefix -Phone", "Incoming Calling Party International Prefix - Phone". You can populate these with a 9, or 91, or 9011. This is of course if you are using MGCP. If you are using H.323, the Brandon's suggestion would be best.
