After changing the IP of our publisher speed dials no longer appear on phones and neither abrv dial or dpeed dials work. They do still appear in the CCM under the phone as configured and show under the ccmuser web page.

Depends on how you have the xml service enabled. Was it by hostname or was it by IP address? Check to see how your Phone Services are configured. Also check your Enterprise Service Paremeters to see if the IP address is updated there or is it by host name?
