All Call Manager Publisher Services Failed

CTI Manager, TFTP and Call Manager Services on Call Manager 4.2.3 Server all failed, getting error message when trying to log into the CAll Manager Publisher Administration: Cisco Unified CallManager CDBLException Dump: [Object creation failed] Administration what is the issue?

Any Windows not Cisco provided updates?

run adminutility

and dblhelper

You need to open a TAC case to investigate

Opened a TAC Case and it seems the dblr.dll file was locked?
