All Transfer Softkeys grayed out

This is a CCM4.2(3). Users suddenly started reporting problems transferring calls. I find Transfer Softkeys grayed out on every IP Phone checked. Have verified that MaxNumCalls=4 or more and og BusyTrigger=1 for IP Phones.

Suggestions about what to check next?

internal or external calls?

if external what kind of GW? MGCP or H323?

If H323 do you have the MTP required on it?

Do you have enough MTP resources?

errors about this in the app log?

This happen on both internal and external calls, so I dont think GW is part of the problem.(We have two MGCP GWs with QSIG-links to an Ericsson MD110, and a H.323 GW directly to Provider) I see no obvious traces of this probl in App Log. Are MTP's involved when transferring internal calls?
