Analog phone cannot dial

I have a new Allen Tel Products P/N GB259VH-LH. This is an analog phone connected to VG-248 port on CUCM 8.0.3. When picking up the handset, if the caller doesn't begin dialing in less than 1 second, the caller cannot dial. The old phone does not do this. Any ideas?
