Q3: You are doing digit manipulation on a route group within a route list, this manipulation perteins only to this route lists, when you reuse the same route group on another route list you can do another manipulation
Q4: The limit is 512 characters, so if you make the parition names short you can squeeze more of them, keep in mind you can also assign CSS to the line, which depending on your design can make it 1024 characters

That means the ports are allocated for MWI, typically you allocate 5% of port for MWI, so if you have 36 VM ports I would configure 2 of them for MWI, you also need to ensure these ports are not configured for call answer and removed from the VM Line group in CM to ensure proper operation.
