first, your DP 8 needs "incoming called-number", not "destination-pattern". You can also remove the "port", as it not used anymore for incming DPs.
Then, the number called needs to match AA param aa-pilot. This means either you configure another AA different from the POTS, or setup things so that the pilot is the same, what are you using for aa-pilot now ?
Yes, because you have configured a combined inbound and outbound DP. When configuring more than very basic is sometime necessary to keep them separate also for clarity in the configuration. When you add a DP with "incoming called-number", (your "ISDN number" in the debug posted), or a pattern that covers it, that will start triggering aa.
