B-ACD queue issues

I have an issue with B-ACD queueing, when all agents are busy or not ready, the call goes immidiately to the alternate destination (x6025) which rings while the caller hears MOH. I expect it to go there after the max-time-call-retry timout expires which is set to 700 seconds, why is it going there right away?

Attached is my config and debug voice application script.

Did you had agents logged in ?

If not, it's normal that call goes to VM immediately.
