BLF SD button cannot be used to transfer calls

Running CUCM 8.5 and using an 8961 SIP phone.

I have some BLF SD buttons configured and they have been working until about a month ago. I cannot use the buttons to transfer calls.

Answer a call

Press Transfer (hard button)

Press BLF SD button. The answered call is put on hold and the new call is placed but the transfer option (via the hard or soft key) isn't available.

I can configure the button as SD and it works fine.

Any suggestions of where to look?

Symptom:
Cannot transfer calls using BLF after upgrading to 9-3-2-10 firmware
Conditions:
99xx phone running 9-3-2-10 firmware receives call.
phone answers call (using softkey or by lifting the receiver)
user presses the hard transfer key located on the bottom right of the phone.
user hears dialtone.
user presses the BLF key they wish to transfer the call to. At this point there is no "transfer" softkey available and if the user presses the hard transfer key it places this call on hold and presents dialtone again.
In previous releases (tested 9-3-1-33 and 9-2-3-27):
99xx phone running 9-3-2-10 firmware receives call.
phone answers call (using softkey or by lifting the receiver)
user presses the hard transfer key located on the bottom right of the phone.
user hears dialtone.
user presses the BLF key they wish to transfer the call to.
(this places the original call on hold and calls the BLF location)
Press the transfer softkey to complete the transfer.
Workaround:
Downgrade firmware

I hope you consider as well refreshing the 8961 Hardphones  with the IP Phone 78XX series in which is the announced successor from Cisco.
