Did you create a route pattern that matches the range of DNs you want to block the called id for? Otherwise, did you create 5 RPs? In the Calling Party Transformation section, set the Calling Line ID/Name Presentation to "Restricted", either at the route pattern level or at the route list level depending on how your setup is. Probably you have Restricted on the RP and then Allowed on the RL so it gets overwritten.
