Branch not able to dial IT internally

I am attempting to troubleshoot an issue where a branch is unable to dial the internal number for IT (555)

users get "User is no longer available"

Have checked CUCM in route patterns but nothing jumping out to me.. 

All other branches are able to dial this number.

Any suggestions?

What is 555 defined as in CUCM? Where is the message "User is no longer available" appearing? Are you hearing it or seeing on the phone display?
