Are there know issues/bug(s) with CUCM 7.1 where phones are rebooting?

More specifically, Call Manager service reboot/restart at random running CUCM 7.1(2)....

Yes i ran into this bug, opened a tac case and sent them all sorts of info and they were able to determin what was wrong (dang mgcp). The fix is in 7.1.3 that you can download from Cisco. Here is the bug id that was referenced.

As discussed over the phone, the defect you are hitting that is causing the ccm core is CSCta98856, "CCM core calling out MGCP PRI when receiving empty UserUser IE".
