Busy Lamp Field (BLF) strange issue

We have CallManager 5.1.2 and I am having a strange issue with setting up a BLF. When I add the extension to BLF SD and restart the phone. Looks like a speed dial button icon instead of a BLF icon. Doesn't work as a Busy Lamp field.

Make sure both phones have the SUBSCRIBE-CSS or at least have CSS's that have common partitions.

This will allow the BLF to function properly. It will look like a speed dial icon.

Both phones are in the same CSS no subscribe-css is set.

The subscribe-CSS needs to be set to something other than none.
