Busy Lamp Field Not working

I have two 7961's that I have set up Busy Lamp Fields on their phones. When one of the extensions that is in the BLF is off hook the red light does not light up on their phone. I have this set up on other phones in call manager and thought I had duplicated the BLF. Can some one suggest what I might need to do?

check your SUBSCRIBE calling search space, maybe it does not have access the partition that the DN is in?

CSS has access to the partition the dn's are in so that is not a problem
