Busy Problem on CME-phones

I have a problem with a CME. When an outbound call is placed to a busy external party, the display still shows up "connected". Anyway, the users hears the busy tone.

Unfortunately I did not find anything about this issue. All I found was an issue the other way round. (The caller does not hear the busy announcement)

How can I resolve this issue?

Configure the Cisco IOS Software global configuration command, voice call convert-discpi-to-prog. This is used with Cisco IOS Software Release 12.2(1) and later. This command can help when an announcement is played on the terminating PSTN side.
