Call doesn't terminate properly to CUE when called between CME to CME

Hello Experts,

I am having problem terminationg the call on CUE (version 8.0)  when call is made between one CME to another CME. Call is forwarded to the CUE but no audio, user sees that the call is connected on the CUE pilot number but no audio. I have attached the  debugs of ccsip messages and voice ccapi inout and the config of the dial-peer and voice service voip from troubled site CME (version 9.1);

Call doesn't terminate properly to CUE when called between CME t

I checked the logs.. CME sent re-invite to CUE with a=recvonly which is causing audio issue.. however logs are insuffient to tell why CME sent this reinvite...
