Call Forward Acording to Source?

Hi All,

Cluster Topology was attached.

We have two Cisco Unifed Communication clusters ( version : 8.6.x) connected via E1 PRI (cucm1--PriGw1--PriGw2--Cucm2). Either cucm cluster connected to PSTN as well. There is a Cisco Unity Connection on Cluster2.

There is some call flow that I want to learn it is possible to doing and how to doing this issue.

1) When call comes from PSTN to phone 2 (in cluster2)

     * if phone 2 is not register call will forward to phone1 (on cluster 1). If phone 1 will register there is not problem and call will forwarded. But if phone 1 is not register call will forwared to voicemail.

      *if phone 1 is not register call will forward to phone 2 (on cluster 2). If phone 2 will register there is not problem and call will forwarded. But if phone 2 is not register call will forwared to voicemail.

My aim is will forward call acording to source. Especially if calls come from pstn call will forwarded to other cluster but if call come from other cluster call will forwarded to voice mail(during phone not register)

Need your help.
