Call Forward issue when Publisher is Down

We have a CCM 5.1.1 deployment where the Publisher and Subscriber are separated by a WAN. When the publisher is unavailable phones that are forwarded to voicemail cannot be un-forwarded. The phones display a message that states “Error Database”.

It would also appear that we cannot make changes to phones via the Sub during Publisher outages as well

That is WAD, until 6.1(2) DB resiliency to provide UFF was not added. To the day still any other config you want that is not UFF is locked down if no PUB.
