Call Forward not registered - CM 5.1

Is there a setting on CM 5.1 for Call Forward not registered. I am trying to setup a call forward not registered for SRST sites so when the WAN links go down and someone tries to call the main number of the location, which is on a PRI at the main location, I can route that call to one of the PSTN lines at the SRST site. I know this feature is available on 4.2 and 6.
