Is it possible if someone calling from outside to Cisco's call manager one extension/DID number and from that number possible to dial outside again? going to use it for international dialling ...

Yes it is called Mobile voice access you can have a pilot number login with your ext that you want to make the intl call with or internal call or national call.

Is it allowing to unknown call from outside to CUCM? Mobility is forwarding call to mobile phone right?

You're thinking of Mobile Connect/Single Number Reach. Mobile Voice Access as described in the posted documents allows you to call a pilot number from a PSTN device and enter your pin and then allows you to enter a number to call on your behalf and connects the 2 legs together.

Apart from MVA feature, you can use Unity (voice mail appl) to dial outside from the system as well but that can leads to toll-fraud.
