Call manager Route-list rejecting the call due to ALL BUSY

Why does the RL reject a call ? A call sent from UCM ( 6.1.5) cluster 1 sent to GK, which is then routed to another CUCM cluster 2 on same LAN.

All DID calls are working this way, but this cetain call is a NON-DID number, a non-routable PSTN number internal only. The pattern exists in 2 different partitions.   ANy ideas what would cause a RL to be BUSY ?

Trace:

CCM|RouteListCdrc::null0_CcSetupReq - Terminating a call after the RouteListCdrc cannot find any more device.

CCM|RouteListCdrc::terminateCall - No more Routes in RouteListName = RL-BBT.  Rejecting the call

CCM|RouteListCdrc::terminateCall - Sending CcRejInd, with the cause code (34), to RouteListControl because all devices are busy/stopped.|

CCM|RouteListCdrc::terminateCall - Sending CcRelInd, with cause code (41), to Cc because it has sent CcRegisterPartyB to Cc

CCM|RouteListCdrc::routeListExhausted_shutting_down_DStopConf|

CCM|ConnectionManager - wait_AuDisconnectRequest ERROR:NO ENTRY FOUND IN TABLE

Can you look at the trace lines before this and find out what happens when RL tries to identify an available RG member ? Does it show that the end member is busy ?
