Call not going to voicemail box: Cause value 65

Hi,

Configured Unity Express, created users and created mailboxes. But when I try to test it internally the call is not going. Unkown number is displayed. When 'debug voip ccapi inout command' is executed it is taking the correct dial-peer but showing 'cause value 65' the reason for call not connecting.

How to overcome this?
