Call routing when handset is picked up

Do i have the abiltity with Call manager Version 6.0.1 to set a phone up so when somebody picks up the handset the phone automatically calls a designated person. Let's say for the front door of a building that is locked so they can have somebody let them in? Thanks for the help.
