Hi,
CUCM & CUCC 8.x: a call landing on a Call Handler with Caller Input 2 is set to 'Tranfser to Alternate Contact Number'... the extension here is a DN assigned to a group of 7942's (DN 4000) - all works fine until... the staff forwards 4000 to an off-site cell phone. At this point only calls from the PSTN and Internal IP phone-to-phone calls to 4000 will forward off-site properly - calls from the Call Handler/Caller Input 2 will not transfer over and the following recording is heard "sorry, this number did not answer" the Call Handler will then re-queue the call and wait for Caller Input...
In the 'Caller Input 2' settings, the 'Transfer Type' has been set to 'Release to Switch' (actually both Supervise & Release settings have been used here to see if this would correct the problem, but it did not). The 'Release to Switch' setting is not releasing to the CUCM so that the transferred calls to DN 4000 will forward to the off-site cell.
Thank you for the input as it is important to the site that all calls forward to the cell phone, regardless of origination (PSTN, IP phone or Call Handler).

Are you using Local Route Group routing? Does the Route pattern matched by call forward CSS on the DN go via Local Route List? If so, you need to defined Local Route Group on the device pool assigned to voicemail ports (if using SCCP) or SIP trunk of UCXN.

Thank you for the reply Chris. This was the issue. Local Route Group routing is used in the Device Pool settings. Cisco TAC was contacted and the engineer found this to be the issue - the Device Pool for the Voicemail ports was empty. Once the LRG was set, the call forwarded to the off-site destination successfully. Thank you again and hope you have a Merry Christmas.
