the only way you can block CLID in CCM is via a Translation Pattern or a Route Pattern. I have configured CLID blocking between internal phones by ensuring the CSS of the phones doesn't allow direct access to the extensions but only to a a Translation Pattern that blocks the CLID. The CSS of the Translation Pattern then has access to the partitions where the extensions sit.
