caller number always displayed as "unknown caller"

is there a setting that prevents a caller identity being displayed?

i've got one line which refuses to display the number of a caller, always shows up as "unknown caller".

using a 7960 phone on CUCM 7.

Then I'd start by reviewing transformation and translation patterns for something that might be blocking the info.
