Calling party IE number type for International Calls Changes

We are running callmanager version 6.1.1.3000-2 and Have H323 gateways.  When a user dials an international call some will work and others will fail.  We have narrowed it down to the call type being sent to the provider.  The ones that work are set to Plan:Unknown Type: Unknown.  The ones that fail are being sent as Plan:isdn Type:International.
On the gateway settings with in callmanager they are set to Callmanager Callmanager.  So the main question is why are some being set and some not getting set?  See DEBUG ISDN Q931 below.

CUCM tries to match the calls to the dial plan and set the IEs accordingly if you let the parameters set to CUCM decision.

You can go to the H323 GW config in CUCM and set the parameters to unknown if that's what your telco wants.

I agree but how come Callmanager would pick Type:unknow Plan:Unknow for some internationl numbers and Type:international plan:isdn for others?  And why or how could this mix up start happening?

Did you find any solution on this? I have exactly the same problem.
