If I dial from IP Phone to IP Phone I hear our custom music on hold, but if I come in through 1FB/FXO/PSTN gateway and have user put me on hold I hear 3 beeps.
the GW does not have a MRGL with an MOH server, it does not have access to a valid MOH source so it plays TOH
