Can 78xx or 8831 phones be configured as Third Party SIP devices on CUCME 9.1? If yes, limitations?

You could try it. I doubt anyone has really tested it that much. Is there a reason you don't want to just install the device pack and add them as the real models?

I was under the impression I needed to be at CME 10.0 for support of the 78xx/8831 phones. Looking for a short-term option.

I missed the part where you said CUCME and was thinking you said CUCM.
You can try adding them but you will probably have to manually create the config files.

I would suggest going with CME 10 and fast track option when adding these new phones...tried it - and it works OK. And I think that going to CME 10 from 9.1 is not such difficult for you...
