Cisco does not make this application. I'm not aware of anybody that does.

If the "other phone" is a Cisco IP Phone CUPS has IP Phone Messenger (IPPM) feature for this

There's plenty of info on CCO about the feature if you're interested, otherwise as Paolo mentioned it would require a 3rd party depending on who the "other phone" is.
