Can I use Mobile Voice Access with users who don't have phones?

I have several hundred users out in the field who do not have desk phones, just voicemail boxes.  Essentially we CFWDALL their extensions (which aren't tied to phones) to Unity Connection.  They all have cell phones but don't want the people they call to see their personal cell phone numbers, but also don't want to block their numbers because people rarely answer calls from blocked numbers.  

MVA seems like a perfect solution because they can call in, then hairpin out and go out on the corporate Caller ID.  The problem, of course, is that they don't have phones.  I'm pretty sure that make this impossible but was hoping that someone out there would have a workaround.  I originally thought about giving each person a CTI RP, but you can't assign owners to those.  

Any ideas?
