I installed and configured IP Telephony. When I entered the phone number with and without dialing a 9 first, and press the Dial Button, it doesn't then. After a few seconds, it just exited. I checked my configurations and everything looks good.
Not sure where else to check.

Since you have no previous experience, your configurations may be likely wrong.
So you should have these reviewed before assuming you have to look for something else.

Thank you for your reply. Yes, I am new at this. We are VoIP with Cisco IP Phone 7960. I have purchased a version of 7.0.3.3 of IP Communicator (SoftPhone) that I installed on my pc and using the number pad of my keyboard to dial my cell phone for testing, to test for our offsite workers. I have prepared and configured my Cisco Call Manager and gotten my softphone to able to grab ldap configration, from the look of it the softphone able to open without error. When I enter a phone number with a 9, and without, and then press the Dial button or press the Enter key on my keyboard, it doesn't dial.

OK... You installed 'IP Telephony'... Are we talking about Cisco CUCM? Version 4.x, 5.x, 6.x, 7.x? Asterix? 3Com? Avaya? Nortel? Skype? Vonage?
And you entered a phone number... On your computer? With a softphone? Through Outlook dialer? On a physical IP phone? On an analog phone? On a cell phone? On a tin can with a string?
And you checked your configurations... On your router? Your voice gateway? Your phone? Your computer? Your VCR? Your digital wristwatch?
We have no idea what you are running or how so there is no way to know what is wrong.
