Not a lot of info.
On the phone, go to Settings > Status > Status Messages. What error messages are there?

Means the SEPmacaddress.cnf.xml file has A LOT of faulty configuration. One of the lines that are working is the time/date and NTP settings.
I suspect this phone is meant to operate with a non-Cisco call manager. Am I correct?

yes
i used sip elastix system ,
i have dialplan.xml file but i dont know if he up to phone or no !

I don't want to see the dialplan because this file is not important for the phone to join (or not) the call server. I want to see the SEPmacaddress.cnf.xml file.

this is config. file wi this name ( SEP001B2A201DF5.cnf.xml )

<natEnabled> should have an XML tag of off.

i tried that but the problem stay

Value is incorrect (because of the firmware of the phone).  Try using 1.
